Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The fact that 20 years after the fall of the Berlin Wall, six years after the accession of your country and many other Central and Eastern European countries to the European Union – which was after all a process that you yourself initiated as Prime Minister of your country, as the accession negotiations took place during your term of office – the fact that 20 years after putting an end to the division of the world into two heavily armed blocs, after overcoming the Stalinist dictatorships of the states which had to suffer 40 years longer under these dictatorships than the western part of Europe did under the fascist dictatorships, the fact that 20 years later it is only natural that Members from Poland, Hungary, the Baltic states, the Czech Republic or Slovakia should be sitting together with Members from France, Portugal, Finland, Germany, Austria or Italy in this Chamber and that we are able to elect as head of this assembly a representative of Solidarność, a democratically elected head of the Polish Government, in a free, secret and fair election – that is in my view an historic moment, which proves that Europe – this great continent in which 27 states have united to become the European Union – actually represents something, and that is that the dream of democracy and freedom can become reality if we do not merely dream, but also actively work to bring it about, as you have done in your life.

Politically, Mauritania — like most other African countries — has had a one Party system since 1978. Because of the unfortunate war in the Western Sahara region, there was a period of instability brought about by a series of military coups, which ended in 1984, when the last military coup was initiated, well before the Berlin wall came down and well before the Eastern Block became destabilized. This initiated the gradual move towards a multi-partisan democratic system.

With this communication, entitled "The Craft Industry and Small Enterprises, Keys to Growth and Employment in Europe" and which is addressed to the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions, the Commission responds to the Council's request, formulated in its Resolution of 10 October 1994, to analyse the results of the Second European Conference on the Craft Industry and Small Enterprises, held in Berlin on 26 and 27 September 1994, and to present a report on the follow-up which it intends to give to these conclusions and on any initiatives which could be recommended to the Member States.
