The EU-LAC Summit process is key to implementing the Strategic Partnership. It facilitates dialogue at the highest level, underscores the special nature of the relationship and fuels the bi-regional agenda. The most recent Summit in Lima in 2008 was a chance to discuss positions on strategic topics that are high on the bi-regional and international agenda, such as poverty and climate change. The same trend is noticeable at other high-level bi-regional meetings, such as the EU-Rio Group Ministerial Meeting that took place in Prague (May 2009) and focused on the economic and financial crisis, renewable energy and energy security.
C’est autour du sommet UE-ALC que s’articule la mise en œuvre du partenariat stratégique. Il facilite le dialogue au niveau le plus élevé, souligne la nature particulière de la relation et alimente le programme birégional. Le tout dernier sommet, qui s'est tenu à Lima en 2008, a permis de débattre des positions sur des sujets stratégiques qui figurent en bonne place sur le programme birégional et international, tels que la pauvreté et le changement climatique. On observe la même tendance dans d’autres réunions birégionales à haut niveau, telles que la réunion ministérielle UE-Groupe de Rio, qui a eu lieu à Prague (mai 2009), axée sur la crise économique et financière, les énergies renouvelables et la sécurité énergétique.

7. Underlines the fact that cohesion policy is developing synergies with other EU policies such as the digital single market, the energy union, the single capital market and social policy and that, through all its instruments and objectives, including macro-regional strategies, the urban agenda, the territorial agenda, investment in SMEs, smart growth and smart specialisation strategies, it is substantially contributing to the strengthening of the single market and achieving Europe 2020 strategy targets; calls in this context on national and regional authorities across Europe to design smart specialisation strategies and exploit synergies between different EU, national and regional instruments, both public and private;

In April 2001, the United Nations (UN) Commission on Sustainable Development decided to develop the agenda for the Summit following a "bottom-up" approach, including: the identification of regional priorities via preparatory conferences in each UN region ; the review of the implementation of Agenda 21 ; and the consultation with stakeholders at national, regional and international level.

In order to ensure that all actors and stakeholders, including the European Parliament, the Member States, the Economic and Social Committee, the Committee of the Regions, the social partners, NGOs, local and regional authorities, international organisations and scientific experts, can provide an input in assessing the implementation of the agenda so far and debate the priorities for the remaining period of the agenda [94], the Commission organises a conference in march 2003.

As regards the other aspect of Agenda, the aspect of cohesion and regional development, there we do indeed have great achievements to point to, but there are still less developed regions, particularly island regions, to which more attention should be paid.
