I want to say how much I am in agreement with Mr Rosati: It would indeed be much to be desired, when considering these important issues, for the Council, which alone is competent to act on many of these issues in the context of the Lisbon Strategy, to apply itself with greater earnestness to this matter and if the debates in this House were not to be in the hands only of its own Members and the Members of the Commission, and, while it is indeed the case that the Commission does have an important function to perform in ensuring that the measures already adopted at Council level are actually implemented by the Member States, we must nevertheless be honest, for – as we shall probably see later on when considering the Őry report – what matters at the end of the day is that the Member States should keep to what they themselves once decided.
Je voudrais dire combien je suis d’accord avec M. Rosati. À l’heure d’aborder ces sujets importants, il serait en effet tout à fait souhaitable que le Conseil, seul compétent pour nombre de ces domaines dans le contexte de la stratégie de Lisbonne, se penche avec le plus grand sérieux sur cette matière et que les débats dans cette Assemblée ne soient pas seulement entre les mains de ses propres députés et des membres de la Commission. Il est vrai que la Commission a un rôle important à jouer pour garantir l’application effective des mesures déjà adoptées au niveau du Conseil par les États membres. Nous devons néanmoins être honnêtes, car - comme nous le verrons probablement plus tard lorsque nous étudierons le rapport Őry - ce qui est important au bout du compte, c’est que les États membres doivent s’en tenir à ce qu’ils ont un jour eux-mêmes décidé.
