There are investments such as $15.5 billion annually to the provinces and territories for post-secondary education and social services through the Canada social transfer; $1.7 billion to fund research in post-secondary institutions; $1.8 billion in loans and grants for post-secondary education; $1.5 billion in tax credits and education savings incentives; and another $1 billion in federal funds to help provinces and territories make urgent investments in post-secondary infrastructure.

That being said, I think the budget did not go far enough with the measures put forward in two areas: an additional $1.3 billion in funding for the Working Income Tax Benefit and an additional $1.9 billion in funding for EI.
