5. Calls on the Member States and their regional authorities to promote more dynamic forms of participatory governance as a way of implementing common territorial development projects able to cover all economic sectors, including tourism and, within the farming sector, the food and non-food industries, such as regional supply chain projects (concerning short supply chains, food chains, local slaughterhouses, methane production from agricultural biomass projects, green chemistry, bio-based materials, etc), with a particular focus on micro-businesses and new start-ups, on the basis of the gradual recognition of the identity of each territory, as defined and informed by its heritage; notes that these forms of governance are based on complex partnerships between actors and bodies, whose work may be coordinated around the concept of territorial excellence branding; therefore, calls on the Member States to create a platform for sharing best practice, using in particular the tools provided by the LEADER approach to rural development programmes;
5. invite les États membres et leurs administrations régionales à promouvoir des gouvernances participatives et plus dynamiques permettant de réaliser des projets communs de développement territoriaux pouvant porter sur l'ensemble des secteurs économiques dont celui du tourisme et au sein de l'agriculture sur des filières alimentaires et non alimentaires, à l'exemple de projets de filières territorialisées (circuits courts, filières alimentaires, abattoirs de proximité, projet de méthanisation de biomasse agricole, chimie verte, agro-matériaux etc.), en mettant l'accent sur les microentreprises et les nouvelles entreprises, en s'appuyant sur un processus de reconnaissance d'identité de chaque territoire ancrée et reliée à son patrimoine; note que ces formes de gouvernance reposent sur des partenariats complexes entre les acteurs et structures qu'il s'agit de fédérer, autour du concept de marque d'excellence territoriale, et invite dès lors les États membres à créer une plateforme afin de partager les meilleures pratiques, en utilisant notamment le cadre des instruments fournis par l'approche LEADER des programmes de développement rural;

An institutional Public Private Partnership based on the Joint Technology Initiative approach on Bio-based Industries for Growth could leverage private sector investment, facilitate the efficient and sustainable scaling-up of biomass supplies, support large-scale bio-refinery demonstration projects, promote Green public procurement, and develop new bio-based products and materials.
