In application of recital 18, Articles 10 and 13, Annex II, point 1.2 and Annex III, point 1 of Regulation (EU) No 691/2010, the national or functional airspace block performance targets need not necessarily be equal to the European Union-wide performance targets; they should be consistent with these European Union-wide performance targets.
En application du considérant 18, des articles 10 et 13, de l’annexe II, point 1.2, et de l’annexe III, point 1, du règlement (UE) no 691/2010, les objectifs de performance au niveau national ou des blocs d’espace aérien fonctionnels ne doivent pas nécessairement être équivalents aux objectifs de performance de l'Union européenne, mais doivent être compatibles avec ceux-ci.

2. Where, due to circumstances that were unforeseeable at the beginning of the period and are at the same time insurmountable and outside the control of the Member States and the entities subject to the performance targets, alert threshold(s) referred to in Article 9(3) is/are reached at national or functional airspace block level, the national supervisory authority or body concerned shall review the situation liaising with the Commission and may provide proposals for appropriate measures within three months, which may include the revision of the national or functional airspace block performance targets.
2. Lorsque, en raison de circonstances qui étaient imprévisibles au début de la période et qui sont à la fois inévitables et hors du contrôle des États membres et des entités soumises aux objectifs de performance, les seuils d’alerte visés à l’article 9, paragraphe 3, sont atteints au niveau national ou de blocs d’espace aérien fonctionnel, l’autorité nationale de surveillance ou l’organe concerné examine la situation en liaison avec la Commission et peut soumettre, dans les trois mois, des propositions de mesures appropriées qui peuvent comprendre la révision des objectifs de performance au niveau national ou des blocs d’espace aérien fonctionnels.

Where, due to circumstances that were unforeseeable at the beginning of the period and are at the same time insurmountable and outside the control of the Member States, alert threshold(s) referred to in Article 9(3) is/are reached at European Union level, the Commission shall review the situation in consultation with the Member States through the Single Sky Committee and provide proposals for appropriate actions within three months, which may include the revision of the European Union-wide performance targets and as a consequence revision of the national or functional airspace block performance targets.
