Members of the Management Board and their alternates shall be appointed taking into account their knowledge in the field of training for law enforcement officials and their relevant managerial, administrative and budgetary skills. The principle of a balanced gender representation on the Management Board shall also be taken into account .

11. Observes with concern that the issue of conflicts of interests is extremely relevant with regards to the members of the panel of experts who are called to test and authorise the products; expresses its deep concern about the two revolving door cases identified by the Agency in 2013 and recommends that the Agency further strengthen its independence policy, especially in publishing the CVs and declarations of interests of managers, members of the Advisory Board and the panel of experts by the end of September 2015; calls upon the Agency to adopt comprehensive policies for the management of situations where conflicts of interests arrive, such as the divestment of a public official's interests, the recusal of the public official from involvement in an affected decision-making process, the restriction of access by the affected public official to particular information and the rearrangement of the public official's duties or the resignation of the public official from their office;
11. observe avec inquiétude que la question du conflit d'intérêts se pose avec une très grande acuité en ce qui concerne les membres du groupe d'experts qui sont appelés à tester et à autoriser les produits; exprime sa profonde préoccupation face aux deux cas de pantouflage recensés par l'Agence en 2013, et demande à l'Agence de renforcer sa politique d'indépendance, notamment en publiant, avant la fin de septembre 2015, les curriculum vitæ et les déclarations d'intérêt des cadres, des membres du conseil d'administration et du groupe d'experts; invite l'Agence à adopter des mesures globales pour la gestion des situations où surviennent des conflits d'intérêts, notamment en demandant au fonctionnaire concerné de renoncer à cet intérêt, en l'empêchant de participer à un processus de prise de décision ayant trait au conflit, en restreignant l'accès, par le fonctionnaire concerné, à des informations spécifiques, en modifiant les tâches qui lui sont assignées ou en lui demandant de donner sa démission;

Officials and other accompanying persons authorised or appointed by the national resolution authorities of the Member States where the inspection is to be conducted shall, under the supervision and coordination of the Board, actively assist the officials of and other persons authorised by the Board.
