The communication analyses the various aspects of air transport incidents and accidents and suggests Community action that could be taken in three main areas: (i) Community action in the field of mandatory incident reporting systems will concentrate on research into a system for coordinating existing data bases; (ii) Community action in the field of confidential voluntary incident reporting systems will focus on setting up a European system; (iii) in the field of accident investigations, it will be necessary to adapt existing regulations, establish the criteria for the basic structures in each Member State, provide for basic and further training for investigators, reinforce investigation bodies, establish closer contacts between the heads of these bodies, create a Community task force, study the possible creation of a disaster fund and improve the dissemination of information.
