When an agreement of this nature was being negotiated, the governments of the day, both governments—because I hold the Government of British Columbia equally responsible—should have understood from the very beginning that if they wanted it accepted by the people of British Columbia they had to include the people of British Columbia in the negotiations so that there would be an acceptance level there.
