Invites the European Council in Barcelona to adopt the initiatives set out by Prime Minister Blair and Chancellor Schroeder in their joint letter to Prime Minister Aznar directed towards holding Council meetings in public (i.e. televising them) when the Council is acting in its role as legislator; welcomes the statements by some ministers in the Council calling for open meetings; stresses that, in accordance with the Regulation, direct access must also be granted to documents relating to legislative acts on which discussions are still ongoing and which contain the positions of national delegations (where the exceptions set out in Article 4(1), (2) and (3) of the Regulation are not applicable);
