Wishes to follow up on the use of budgetary amounts in sub-heading 1b (rural development) and in particular measures intended to enhance environmental protection and the sustainable development of rural areas and measures which are co-financed by the Structural Funds in the area of the prevention of and the fight against desertification and destruction by fire of rural and natural habitats, sadly demonstrated over the past years as a major EU challenge; calls on the Commission to make available an overview of the use of rural development funds in this area; draws attention to the importance of aid and solidarity under heading 1, including through the provision to specific organisations of food from intervention stocks for distribution to the most disadvantaged groups within the Community;

Highlights the major external assistance programmes which could not be foreseen at the time of adopting the current financial perspective, such as Afghanistan, Iraq and the recent proposal for a reconstruction programme after the tsunami; is concerned about the need to provides resources for new strategic partnerships and expects the Council to recognise the current difficulties and to clearly commit to agreeing the new priorities without jeopardising the traditional policies; notes worrying decreases both for some geographical and thematic programmes and believes that a re-balancing of budgetary amounts and new resources is necessary; stresses the importance of the European Neighbourhood Policy, including support for democratic change in neighbouring countries; regrets the reduction in particular of the European Initiative for Democracy and Human Rights, the only external programme which can be applied without host country consent; highlights, further, the need to increase the EU's role at international level in the field of the CFSP and ESDP and wishes to explore the needs in the established joint CFSP-meetings with the UK Presidency before taking a final decision;
12. rappelle que les grands programmes d'aide extérieure tels que ceux en faveur de l'Afghanistan ou de l'Irak ainsi que la proposition récente de programme de reconstruction à la suite du raz-de-marée en Asie, qui ne pouvaient pas être prévus lors de l'adoption des perspectives financières actuelles; se dit préoccupé par la nécessité de refinancer les nouveaux partenariats stratégiques et espère que le Conseil se rendra compte des difficultés actuelles et qu'il s'engagera à accepter sans réserve les priorités nouvelles sans remettre en question les politiques traditionnelles; relève la diminution inquiétante des crédits de certains programmes géographiques et thématiques et estime qu'il faut rééquilibrer les enveloppes budgétaires et les ressources nouvelles; souligne l'importance de la politique européenne de voisinage ainsi que d'un soutien à l'évolution démocratique dans les pays voisins; regrette en particulier la réduction des crédits de l'initiative européenne pour la démocratie et les droits de l'homme, seul programme extérieur susceptible d'être mis en œuvre sans l'accord du pays bénéficiaire; souligne par ailleurs qu'il convient d'accroître le rôle de l'Union à l'échelon international et, dès lors, les actions qui en découlent dans le domaine de la PESC et de la PESD et souhaite examiner les besoins budgétaires lors des réunions communes de la PESC avec la présidence britannique avant d'adopter une décision définitive;

Before looking at the budgetary amounts proposed by the Commission, and to put things into a slightly longer-term perspective, below is a summary of the budgets from 1999 onwards (figures incl. SABs):

(a) the issue of the licences applied for appears likely to result in an overrun in the budgetary amounts available or in the exhaustion of the total quantities for disposal, taking account of the limits laid down in Article 3 (1) of Regulation No 136/66/EEC and/or the relevant expenditure during the period under consideration; or (b) the issue of the licences applied for does not allow the continuity of exports to be guaranteed during the rest of the marketing year.
