(45) In order to ensure an effective and efficient method to resolve disputes, to ensure consistency with the language regime laid down in Regulation (EC) No 207/2009, the expeditious delivery of decisions on a simple subject matter, and the effective and efficient organisation of the Boards of Appeal, and to guarantee an appropriate and realistic level of fees to be charged by the Agency, while complying with the budgetary principles set out in Regulation (EC) No 207/2009, the power to adopt delegated acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of specifying the rules for applying the language regime to be used in the Agency, the cases where opposition and cancellation decisions should be taken by a single member, the details on the organisation of the Boards of Appeal, the amounts of the fees to be paid to the Agency and details related to their payment.
(45) Afin de mettre en place une méthode efficace et efficiente de règlement des litiges et d'en assurer la cohérence avec le régime linguistique prévu par le règlement (CE) n° 207/2009, ainsi que l'adoption rapide des décisions portant sur des affaires simples et une organisation efficace et efficiente des chambres de recours, et pour garantir que les redevances perçues par l'Agence se situent à un niveau adapté et réaliste, tout en respectant les principes budgétaires énoncés dans le règlement (CE) n° 207/2009, il convient de déléguer à la Commission le pouvoir d'adopter, conformément à l'article 290 du traité, des actes délégués indiquant précisément les règles d'application du régime linguistique à employer au sein de l'Agence, les cas dans lesquels les décisions des divisions d'opposition et d'annulation doivent être prises par un seul membre, les détails de l'organisation des chambres de recours, le montant des taxes à verser à l'Agence et les modalités détaillées de leur versement.

As announced, the Commission has now presented the budgetary authority with an amending letter to update the needs for Heading 4. The key elements of this concern: an additional EUR 95 million in commitment and EUR 60 million in payment appropriations to support the Palestinian Authority and reconstruction efforts in Gaza; and the need to consider the establishment of Bananas Accompanying Measures in view of the possible trade agreement that will affect the preferential regime of ACP banana-supplying countries.

– (FR) Mr President, Commissioner, as we begin preparing the 2007 budget, I share the concern, expressed by Mr Elles in his report, about the gulf between, on the one hand, the ambitions that the European Union has set itself for the future and, on the other, the budgetary regime to which it has, this very morning, resigned itself for the next seven years.

3. The monitoring and evaluation referred to in Article 7 of Decision No 1982/2006/EC shall include aspects relating to the application of this Regulation, in particular aspects relevant for SMEs, and shall address the budgetary impact of the changes in the cost calculation regime as compared to the Sixth Framework Programme and its effects on the administrative burden for participants.

On the other hand the new Financial Regulation, in Article 171 and following, confirms the budgetary regime of the Anti-Fraud Office attached to the Commission, with the latter remaining the point of contact for the budgetary authority.

The recast Financial Regulation is at the heart of the reform process.
