I must say that, for the first time since I came to this House, we have before us a Speech from the Throne that has been substantially improved through amendments put forward by the opposition. The hon. member for Glengarry—Prescott—Russell and the Minister of Foreign Affairs, my good friend the member for Papineau, will remember that shortly before the adjournment, just before the election campaign, the degree of Liberal self-confidence was particularly inappropriate.
