My purpose in rising at this time is to make a plea. It is a plea to honourable senators, from whatever part of Canada they may come, to the Senate and to the Parliament of Canada that we reaffirm, indeed, that we insist on our authority, our commitment and our responsibility as the Parliament of Canada for the Cape Breton Development Corporation and for the economic and social fate of Cape Breton and Cape Bretoners and that we not hand it off and abandon it as this bill would have us do.

We should bring in a minister who is at least willing to listen, at least willing to understand the issues of Cape Breton, at least willing to sit down and talk with the two federal representatives from Cape Breton, not an unelected Senator Boudreau or unelected other people who are appointed by the government. The new minister could sit down and talk with the people of Cape Breton and the communities of Cape Breton to find out what the long term objectives should be for that beautiful island in the beautiful province of Nova Scotia.

If you, as a businessman, had feasibility reports from some of the top engineering groups in this country, such as SNC-Lavalin, Kilborn Engineering and CBCL Limited, and from financial people, such as Grant Thornton, who are reputable and know what they are talking about, if you had financial institutions willing to put up a large amount of money to begin a new coal operation in Cape Breton, if you were satisfied about the people I have mentioned being involved, if experienced miners were available and ready to go to work in Cape Breton, and if the financial institutions were satisfied with the feasibility of the project, would you not agree that it would be better to have that kind of project in Cape Breton, in Nova Scotia, developed by Nova Scotians where the money remains in Cape Breton for all of the businesses rather than developed by some group in the United States who have probably never operated a coal mine in their lives?
