On pourrait y parvenir en agissant effectivement sur deux plans : 1) renforcer le dynamisme de l'économie de la Communauté en éliminant les obstacles structurels qui limitent l'augmentation de la productivité du capital et du travail; il conviendrait parallèlement d'intensifier les efforts en vue d'améliorer les qualifications par la formation; 2) assurer un investissement suffisant, c'est-à-dire en fait accroître sensiblement le taux d'investissement actuel de la Communauté.
