When examining the major policy areas which affect the competitiveness of the European automotive industry, the ‘CARS 21 High Level Group’ agreed on a number of recommendations aimed at enhancing the industry’s global competitiveness and employment while sustaining further progress in safety and environmental performance, which was published in a report by the Commission in 2006 entitled ‘CARS 21: A Competitive Automotive Regulatory System for the 21st century’.
Lorsqu’il a examiné les principaux domaines stratégiques influant sur la compétitivité de l’industrie automobile européenne, le groupe de haut niveau CARS 21 a convenu d’un certain nombre de recommandations destinées à améliorer l’emploi et la compétitivité générale dans ce secteur, tout en encourageant les progrès en matière de sécurité et de performance environnementale. Ces recommandations ont été publiées en 2006 par la Commission dans un rapport intitulé «CARS 21: Un cadre réglementaire concurrentiel pour le secteur automobile au XXIe siècle».

In its Communication of 8 November 2012 entitled ‘CARS 2020: Action Plan for a competitive and sustainable automotive industry in Europe’, the Commission took up the main recommendations of the CARS 21 High Level Group report and presented an Action Plan based on them.
Dans sa communication du 8 novembre 2012 intitulée «CARS 2020: plan d'action pour une industrie automobile compétitive et durable en Europe», la Commission a repris les principales recommandations du rapport du groupe de haut niveau CARS 21 et a proposé un plan d'action basé sur celles-ci.

It is of particular importance that future measures proposed on the basis of this Regulation or procedures to be implemented in application of it comply with the principles which have been restated in the report published by the Commission in 2006 entitled ‘CARS 21: A Competitive Automotive Regulatory System for the 21st century’ (‘CARS 21’).

In order to simplify the type-approval legislation in line with the recommendations of the report published by the Commission in 2006 entitled ‘CARS 21: A Competitive Automotive Regulatory System for the 21st century’, it is appropriate to repeal all separate Directives without reducing the level of protection.
Afin de simplifier la législation relative à la réception par type conformément aux recommandations du rapport publié par la Commission en 2006 et intitulé «CARS 21: Un cadre réglementaire concurrentiel pour le secteur automobile au XXIe siècle», il convient d'abroger chacune des directives particulières, sans pour autant abaisser le niveau de protection.

In order to simplify type-approval legislation in line with the recommendations contained in the final report of the CARS 21 High Level Group, it is appropriate to repeal several Directives without reducing the level of protection of road users.
Afin de simplifier la législation relative à l’homologation des véhicules conformément aux recommandations contenues dans le rapport final du groupe de haut niveau CARS 21, il convient d’abroger plusieurs directives sans réduire le niveau de protection des usagers de la route.

The CARS 21 High Level Group stated in its final report that ‘efforts with a view to increasing international harmonisation of motor vehicle regulations should be maintained where appropriate, with a view to involve the key vehicle markets and to extend harmonisation to areas not yet covered, notably both in the framework of the 1958 and the 1998 Agreements of the UNECE’.
Dans son rapport final, le groupe de haut niveau CARS 21 indiquait qu’il convenait de poursuivre, si besoin était, les efforts visant à renforcer l’harmonisation internationale des réglementations relatives aux véhicules à moteur, en vue d’intégrer les principaux marchés de véhicules et d’étendre l’harmonisation aux domaines qui n’étaient pas encore couverts, notamment dans le cadre des accords de 1958 et de 1998 de la CEE-ONU.
