It shall not accept a phytosanitary certificate for re-export if that phytosanitary certificate is not accompanied by the original phytosanitary certificate for export, or a certified copy of the original phytosanitary certificate for export.

(2) The expressions “American softwood lumber exports” , “American softwood lumber imports from countries other than Canada” and “Canadian softwood lumber exports” have the same meaning as in paragraph 1 of Annex 7D of the softwood lumber agreement, as defined in subsection 2(1) of the Export and Import Permits Act, as those expressions are, from time to time, amended by the parties or clarified as a result of an arbitral award.

The majority of softwood lumber exports originate from British Columbia (54% of exports) and Quebec (20%), with smaller quantities from Ontario and Alberta (9% and 7% respectively). B.C’. s economy is the most reliant on softwood lumber exports, as lumber exports to the U.S. in 2001 made up 16% of B.C’. s total exports.

With respect to lumber exports, the CFIA is responsible for the development of forest policies and certification programs to prevent the spread of regulated pests from Canada abroad.
