It also recalled the competence of the Member States for the organisation and financing of social protection and endorsed the four broad objectives within the overall challenge of modernising social protection systems as identified by the Commission: namely to make work pay and provide secure income, to make pensions safe and pension systems sustainable, to promote social inclusion and to ensure high quality and sustainable health care.

In accordance with Article 6 of the European Convention for the Protection of Human Rights and Fundamental Freedoms and with the second paragraph of Article 47 of the Charter of Fundamental Rights of the European Union, the person causing danger should be provided, either during the procedure leading to the adoption of a protection measure or before issuing a European protection order, with the possibility of being heard and challenging the protection measure.
Conformément à l’article 6 de la Convention européenne de sauvegarde des droits de l’homme et des libertés fondamentales et à l’article 47, deuxième alinéa, de la Charte des droits fondamentaux de l’Union européenne, la personne à l’origine du danger encouru devrait avoir, durant la procédure aboutissant à l’adoption d’une mesure de protection ou avant l’émission d’une décision de protection européenne, la possibilité d’être entendue et de contester la mesure de protection.
