whereas the situation of human rights defenders in the North Caucasus region, particularly in the Chechen Republic, Ingushetia and Dagestan, is alarming; whereas independent journalists, civil society activists, lawyers and human rights defenders in the region have often been the victims of threats and acts of violence, harassment and intimidation and their activities have been restricted by members of law-enforcement bodies; whereas the perpetrators of human rights violations continue to enjoy impunity and the rule of law continues to be flouted; whereas the civilian population remains subject to violence from both armed opposition groups and law-enforcement bodies; whereas torture and ill-treatment and arbitrary detention are common; and whereas NGOs which are independent of national governments are important for the development of civil society,
considérant que la situation des défenseurs des droits de l'homme dans la région du Caucase du Nord, en particulier dans la République tchétchène, en Ingouchie et au Daghestan, est alarmante; que des journalistes indépendants, des militants de la société civile, des avocats et des défenseurs des droits de l'homme dans la région ont souvent été victimes de menaces et d'actes de violence, de harcèlement et d'intimidations et que leurs activités ont été limitées par les membres des instances chargées de faire appliquer la loi; considérant que les auteurs d'actes de violation des droits de l'homme continuent à jouir de l'impunité et que l'État de droit continue à être bafoué; que la population civile reste soumise à la violence des deux groupes d'opposition armés et des instances chargées de faire appliquer la loi; que la torture et les mauvais traitements ainsi que la détention arbitraire sont choses courantes, et que les ONG qui sont indépendantes des gouvernements nationaux sont importantes pour le développement de la société civile,

Nevertheless, although we shall certainly talk about this point – that is, the involvement of a broad spectrum of Chechen civil society in the constitutional process – at the summit with the Russian Federation, I must also make it just as clear that there can never be any justification of any kind for those individuals – however many of them there may be – who commit terrorist acts or use themselves as human bombs to kill innocent civilians.
Néanmoins, bien que nous parlerons certainement de cette question - à savoir l’implication d’une large part de la société civile tchétchène au processus constitutionnel - au cours de ce sommet avec la Fédération de Russie, je dois dire tout aussi clairement que ceux - peu importe leur nombre - qui commettent des actions terroristes, qui se transforment en bombe humaine pour tuer des civils innocents, ne pourront jamais bénéficier d’aucune justification de quelque sorte.

In this connection, the Council of Europe provided information about the cooperation programme in the Chechen Republic, drawn up in conjunction with the Chechen President and the Russian Federal Ombudsman, which covered, in particular, the protection of human rights, training, social rehabilitation and the strengthening of democratic institutions and civil society.
Dans ce contexte le Conseil de l’Europe a donné des informations sur le programme de coopération en République tchétchène élaboré en commun avec le Président tchétchène et l’Ombudsman fédéral de la Russie et qui couvre en particulier les domaines de la protection des droits de l’homme et de la formation, la réhabilitation sociale, le renforcement des institutions démocratiques et de la société civile.
