* Continue and deepen the newly established dialogue on combating illegal migration and trafficking in human beings, focusing on practical ways of taking co-operation forward and aiming notably at easing the return of illegal Chinese migrants in EU Member States. Make use of 'best practices' established by China on this issue in co-operation with third countries, taking due account of human rights aspects and having in view the possible conclusion of a readmission agreement.
* Poursuivre et approfondir le nouveau dialogue sur la lutte contre l'immigration clandestine et la traite des êtres humains, en mettant l'accent sur les mesures pratiques visant à faire progresser la coopération et à faciliter le retour d'immigrés clandestins chinois des États membres de l'UE, sur la base des «meilleures pratiques» définies par la Chine en la matière en coopération avec des pays tiers et en tenant compte des aspects liés aux droits de l'homme, ce dialogue pouvant éventuellement déboucher sur la conclusion d'un accord de réadmission.

It has allowed the EU to obtain information on human rights in China, has raised awareness of Chinese decision-makers on international standards and EU best practices, and has helped to build mutual trust and confidence.

Calls on China to fully respect and implement all the international agreements and conventions that it is a partner to; stresses that, despite promises made by the regime, the Chinese human rights record has not improved: regrets that, despite repeated assurances by the Chinese Government of its intention to ratify the International Covenant on Civil and Political Rights, ratification is still pending;

Calls upon China to respect its commitments to human rights and the rule of law, in particular the provisions of the UN Declaration on Human Rights Defenders adopted by the General Assembly of the United Nations on 9 December 1998, by putting an end to the harassment of Chinese human rights defenders, in order to demonstrate its commitment to human rights in its Olympic year;
3. invite la Chine à respecter ses engagements en matière de droits de l'homme et d'état de droit, en particulier les dispositions de la déclaration des Nations unies sur les défenseurs des droits de l'Homme, adoptée par l'Assemblée générale des Nations unies le 9 décembre 1998, en mettant un terme au harcèlement dont sont victimes les défenseurs des droits de l'homme en Chine, afin de démontrer son engagement en faveur des droits de l'homme en cette année olympique;

International and Chinese human rights organisations characterised the human rights situation in China at the end of 2002 not only as a 'lack of progress' but as 'a serious degradation in areas such as extra-legal detentions, repression against ethnic minorities in the name of fighting terrorism, and extensive use of the death penalty for non-violent offences'.
