IN-CONTEXT TRANSLATIONS

Considers that the European Union's capacity to prevent, respond to, manage and resolve crises has proven to be insufficient, and requests the Council, following its previous recommendations on the establishment of a European Civil Peace Corps, to gradually transform the civilian aspects of the European Security and Defence Policy into a ‘Civil Peace Service’ for the management of short-term civilian crises and longer-term peace-building; is of the opinion that, within this framework, the European Union should strengthen civil society networks on the ground — at sub-national, national and regional levels — so as to foster confidence-building, capacity-building, monitoring and awareness-raising, thereby supporting the institutionalisation of civil society participation in regional and sub-regional peace and security structures;
estime que l'aptitude de l'Union à prévenir, affronter, gérer et résoudre les crises se révèle insuffisante et, dans le prolongement de ses précédentes recommandations concernant la mise en place d'un corps civil européen de paix, invite le Conseil à transformer progressivement les aspects civils de la politique européenne de sécurité et de défense en un «service pour la paix civile» chargé de gérer les crises civiles de courte durée et d'assurer l'instauration de la paix à long terme; est d'avis que, dans ce cadre, l'Union devrait renforcer les réseaux de la société civile sur le terrain — aux niveaux infranational, national et régional — de manière à favoriser la confiance, le renforcement des capacités, le suivi et la sensibilisation, en concourant ainsi à institutionnaliser la participation de la société civile aux structures régionales ou sous-régionales de paix et de sécurité;

Draws attention, as regards the planning for future EU mixed civil/military missions, to the proposals and ideas contained in the report entitled "A Human Security Doctrine for Europe"; welcomes in this regard not only the current developments in the field of ESDP, such as the establishment of Civ/Mil, which are in congruence with the general direction of this report, but also the future creation of a European Voluntary Humanitarian Aid Corps as provided for in Article III-321(5) of the Treaty establishing a Constitution for Europe; notes, however, that the European Voluntary Humanitarian Aid Corps is primarily envisaged, in that article, as "a framework for joint contributions from young Europeans"; demands therefore that the framework of this be either expanded or complemented by the setting-up of a complementary "Corps" drawing upon the experience and expertise of mid- and post–career professionals, so as to create a functional corps more along the lines of the European Civil Peace Corps - as proposed on several occasions by the Parliament;

6. Reiterates that, in order to achieve the goals defined in the ESS, it is necessary to establish a European Civil Peace Corps, as has been recommended by the European Parliament on various occasions since 2000, in order to assure the possibility of civilian rapid reaction in crisis situations that risk escalating into violence and terrorism and for carrying out humanitarian tasks in response to natural or manmade disasters such as the 2004 tsunami; the task of the Civil Peace Corps would be to coordinate at a European level the training and deployment of civilian specialists to carry out practical peace-making measures such as arbitration, mediation, distribution of non-partisan information, detraumatisation, confidence-building between warring parties, provision of humanitarian aid, reintegration, rehabilitation, reconstruction, education, and monitoring and improving the human rights situation, including human rights accompaniment measures;
6. rappelle que, afin d'atteindre les objectifs prévus par la stratégie européenne de sécurité, il est nécessaire de créer un Corps civil européen de la paix, comme l'a recommandé le Parlement européen à plusieurs reprises depuis 2000, afin de permettre une réaction civile rapide en situations de crise risquant de se solder par de la violence et du terrorisme et pour mener des missions humanitaires en cas de catastrophes naturelles ou d'événements dus à l'homme comme le tsunami de 2004; le Corps civil européen de la paix aurait pour mission de coordonner, au niveau européen, la formation et le déploiement de spécialistes civils afin de mener des actions de paix concrètes telles que l'arbitrage, la médiation, la diffusion d'informations objectives, la réduction des traumatismes, le rétablissement de la confiance entre les parties au conflit, l'aide humanitaire, la réintégration, la réhabilitation, la reconstruction, l'éducation ainsi que la surveillance et l'amélioration de la situation en matière de droits de l'homme, notamment les mesures d'accompagnement;

At the sitting of 17 July 1998 the President of Parliament announced that he had referred to the Committee on Foreign Affairs, Security and Defence Policy the proposal for a recommendation to the Council by Mr Spencer and 38 other Members on the establishment of a European Civil Peace Corps (B4-0791/98).
