Expresses its concern about the fact that several EIB-financed projects have been affected by corruption and fraud; considers that the EIB document, dated 8 November 2013, which defines the EIB policy on preventing and deterring corrupt practices, fraud, collusion, coercion, obstruction, money laundering and terrorism financing, denotes a lack of sufficient control in a number of cases during the implementation of EIB-financed projects; expresses its concern at the fact that in 2013 the EIB financed the Passante of Mestre project for a total of EUR 350 million and that, despite the fact that this project has been affected by corruption and fraud, which led to the arrest of several of the people involved, it is considering whether to refinance the project for an additional amount of EUR 700 million through project bonds; asks, therefore, that, in cases of proven fraud and corruption, the EIB be required to suspend and/or block any foreseen and ongoing financing for the affected project;

(15b) In supporting climate change mitigation projects in eligible third countries, the EIB should take into account the conclusions of the G-20 meeting in Pittsburgh and present by 2014 a road map and timeline to phase out by 2016 environmentally or economically harmful subsidies, including for fossil fuels, and prevent from financing projects which could have a negative impact to foster this goal.

Calls on the Commission, when financing projects with other donors through a Multi-donor Trust Fund, to know the exact proportion of the project which is funded; is of the opinion that, with a view to better control mechanisms, the money should be managed in a separate account; believes that, if the project specifications are not satisfactory, the Commission must be able to reject the project, and that the same should apply if the Union's representatives are not sufficiently included in the programme planning process;

Where several projects are covered by a single works contract or where the body responsible for implementation is carrying out the functions on its own account, costs must be assigned through a transparent and separate project-accounting system based on accounting documents or documents of equivalent probative value.
