6. If the sum of co-financing that is necessary for funding projects, other than integrated projects, that are submitted by a Member State, and that are on the list compiled by the Commission at the end of the selection procedure is less than the indicative allocation for that Member State, the Commission shall, subject to the conditions laid down in paragraphs 1 and 2 being met, use the balance of that indicative national allocation to co-finance those projects submitted by other Member States, excluding projects in OCTs, that make the greatest contribution to the achievement of the general objectives set out in Article 3.

A pilot phase for the Europe 2020 Project Bond Initiative should be launched, the aim of which is to help finance priority projects with a clear EU added value, and to facilitate greater private sector involvement in the long-term capital market financing of economically viable projects in the field of transport, energy and ICT infrastructure.

In Turkey, EIB has contributed todate with more than EUR 2 billion towards projects of key importance for the Turkish economy. In the last years EIB finance went mainly for the earthquake reconstruction efforts. Additionally EIB funds have financed mainly projects in the environment sector. Among the projects financed in Turkey are: the wastewater and effluent treatment systems in Adana, Diyarbakir, Izmit and Tarsus; the desulphurisation equipment at the Yeniköy power station on the Aegean coast, the construction of more environment-friendly power and heating plants, as well as, the Silivri Underground Gas Storage, which is a nationwide project to help improve the supply of natural gas.

"Receipts" for the purposes of this rule covers revenue received by a project during the period of its co-financing or during such longer period up to the closure of the assistance as may be fixed by the Member State, from sales, rentals, services, enrolment/fees or other equivalent receipts with the exception of contributions from the private sector to the co-financing of projects, which appear alongside public contributions in the financing tables of the relevant measure.

The report thus makes recommendations to facilitate the establishment of substantial funds, of both equity and loan capital : - by freeing the movement of bonds issued by the promoters of large projects, increasing their negotiability by giving them the status of "specially favoured bonds" - even by giving them in certain cases specific fiscal advantages on the model of American "tax exempt bonds".
