"1a. The appropriations relating to the revenue generated by the Research Fund for Coal and Steel established by the Protocol annexed to the EC Treaty on the financial consequences of the expiry of the ECSC Treaty and on the Research Fund for Coal and Steel shall be treated as assigned revenue within the meaning of Article 18.
"1 bis. Les crédits relatifs aux recettes générées par le Fonds de recherche du charbon et de l'acier, créé par le protocole annexé au traité CE relatif aux conséquences financières de l'expiration du traité CECA et au Fonds de recherche du charbon et de l'acier, sont assimilés à des recettes affectées au sens de l'article 18.

4. Urges the Commission, as it has already done in previous years, to carry out without delay an overall assessment of research originally funded by the ECSC, in particular an assessment of the coal research programme and of the criteria proposed for the selection of new coal research projects, as has already been done for the steel sector; regards such assessments as an important basis for the activities of the new Research Fund for Coal and Steel;
4. engage instamment la Commission, comme il l'a déjà fait les années précédentes, à procéder immédiatement à une évaluation globale des activités de recherche initialement financées par la CECA et, en particulier, à une évaluation du programme de recherche sur le charbon et des critères proposés pour sélectionner de nouveaux projets de recherche dans ce domaine, comme cela a déjà été fait pour le secteur de l'acier; voit dans de telles évaluations une base importante pour l'activité du nouveau Fonds de recherche du charbon et de l'acier;

3. Urges the Commission, further, to carry out, by the end of 2003, an overall assessment of research originally funded by the ECSC, in particular an assessment of the coal research programme and of the criteria proposed for the selection of new coal research projects, as has already been done for the steel sector; regards such assessments as an important basis for the work of the proposed new Research Fund for Coal and Steel;

This aid, which amounts to PTA 67 003.8 million, breaks down as follows: For 1990 - aid to cover operating losses, to the amount of PTA 50 034.8 million; - aid for the disposal of coal and coke intended for the Community iron and steel industry, to the amount of PTA 1 400 million; - aid to the mining environment, to the amount of PTA 268 million; - aid to the promotion of innovation, to the amount of PTA 280 million; - a compensatory payment provided for under financial aid from OFICO granted to the producers of electricity consuming Spanish coal produced by undertakings having concluded a contract with the said producers of electricity under the "New system of awarding contracts for coal used in thermal power stations", to the amount of PTA 12 625 million; For 1988 and 1989 - additional aid to cover operating losses, to the amount, respectively, of PTA 369.1 and 2 026.9 million.
Ces aides qui s'élèvent à 67.003,8 millions de PTA, se décomposent de la façon suivante : Au titre de l'année 1990, - une aide à la couverture des pertes d'exploitation , à concurrence de 50.034,8 millions de PTA; - une aide à l'écoulement des charbons et cokes destinés à la sidérurgie de la Communauté, à concurrence de 1.400 millions de PTA; - une aide à l'environnement minier, à concurrence de 268 millions de PTA; - une aide à la promotion des innovations, à concurrence de 280 millions de PTA; - un paiement compensatoire prévu dans le cadre de l'intervention financière de l'OFICO accordé aux producteurs d'électricité consommant du charbon espagnol produit par des entreprises ayant conclu un contrat avec lesdits produteurs d'électricité dans le acdre du "Nouveau système de passation des marchés pour le charbon utilisé dans les centrales thermiques", à concurrence de 12.625 millions de PTA. Au titre des années 1988 et 1989, - une aide complémentaire à la couverture des pertes d'exploitation, à concurrence respectivement de 369,1 et 2.026,9 millions de PTA.

This report presents the results of the Commission's survey, carried out in the early months of 1987, of past and future investment by the coal and steel undertakings of the European Coal and Steel Community (ECSC) and the impact of such investment on production potential.
