In order to strengthen the instruments available to prosecutors to address smuggling networks, the Commission will improve the existing EU legal framework to tackle migrant smuggling and those who profit from it. In order to take specific action against traffickers' networks and provide assistance to victims of trafficking, the Commission will also complete the initiatives foreseen in the current strategy against Trafficking in Human Beings and look at how work can be further improved in 2016.

Calls on the Commission to improve considerably its appraisals of trade agreements, in particular the impact assessments carried out, by taking the issue of industrial competitiveness into account and carrying out ex post assessments, as well as analyses of the aggregate effect of all agreements already concluded or under negotiation; stresses the importance of the Transatlantic Trade and Investment Partnership (TTIP) undertaking for realising European reindustrialisation, growth and employment objectives, and which has the potential to simplify and increase the export of European industrial products, improve the competitiveness of industry by raising international production standards and reduce the import costs of raw and processed materials for manufacturing companies; advocates that the TTIP, as with other trade agreements, should include a chapter focused on such energy matters as those which could affect the internal market; calls on the Commission, by means of tariff dismantling, to make better market access possible in connection with services and investments, strengthen regulatory cooperation, ensure improved public procurement rules and the protection of intellectual property, and to pursue these objectives actively within competition policy and in connection with energy and commodities; stresses the need for streamlining regulations and reducing regulatory and administrative burdens as intended by the TTIP, to be implemented under the strict consideration and protection of high social and environmental standards and employee rights; underlines the fact that the eventual conclusion of the TTIP will create the prospect of a wide economic space which would in turn strengthen the EU’s relationships and serve as a multiplier for foreign direct investment (FDI) in the EU;

Deplores the lack of reliable official statistics on unaccompanied minors; calls on the Member States and the Commission to improve the collection of statistics on unaccompanied minors, including age and gender statistics, to improve the comparability of statistics collection across Member States, to establish a coordinated method for gathering and sharing information in each Member State, while ensuring that personal data is protected, by means of platforms bringing together all parties involved in the issue of unaccompanied minors and of a list of national contact points and to make better use of the tools already available to collect statistics at EU level, such as Eurostat, Frontex, the European Asylum Support Office (EASO) and the European Migration Network; stresses that the purpose of gathering such data is to achieve a better understanding of the situation, to improve the protection of unaccompanied minors and to better respond to their needs; calls on the Commission, the Member States, the European Institute for Gender Equality (EIGE) and international and non‑governmental organisations to make additional efforts, in gathering, monitoring and exchanging accurate data broken down by gender, to have an exhaustive overview of the number of unaccompanied girls and to be able to examine the specific needs of this group with a view to providing them with support and implementing specific measures to address those needs, and to exchange best practices with a view to making improvements;

Welcomes the fact that, according to the July 2009 own assessment of the Commission, the majority of the activity statements supporting the 2010 Preliminary Draft Budget contained a clear and concise justification of the EU added value, and included SMART and result-related objectives and indicators; stresses, however, the need to improve the quality of expenditure-related output and to make better use of evaluation results; deplores the fact that variations in appropriations were rarely explained by the use of performance data; expects, therefore, that the Commission will improve its activity statements for 2011 accordingly;

The Commission should receive generic information from the Member States concerning risks, threats and vulnerabilities in sectors where ECIs were identified, including where relevant information on possible improvements in the ECIs and cross-sector dependencies, which could be the basis for the development of specific proposals by the Commission on improving the protection of ECIs, where necessary.
