whereas on 2 May 2016 politically motivated charges were brought against Ny Sokha, Nay Vanda and Yi Soksan (three senior human rights advocates from the Cambodian Human Rights and Development Association (ADHOC)), former ADHOC staffer Ny Chakrya, who is deputy secretary-general of the country’s National Election Committee (NEC), and UN Office of the High Commissioner for Human Rights (UN OHCHR) staffer Soen Sally, and whereas they could receive sentences of up to 10 years’ imprisonment.

92. Regrets the adoption by the United Nations Human Rights Council of its resolution A/HRC/RES/21/3 on traditional values, undermining the principle of universal and indivisible human rights, and commends the EU’s opposition to it; regrets the absence of follow-up to resolution A/HRC/RES/17/19 on ‘Human rights, sexual orientation and gender identity’, and calls on the group of states working on this issue, including South Africa, to follow up on this resolution as soon as possible; commends the work of the United Nations High Commissioner for Human Rights to promote and protect the enjoyment of all human rights by LGBTI persons, notably through statements, reports, and the new Free and Equal campaign; calls on the UN High Commissioner to continue this work, and voice strong concern regarding so-called ’anti-propaganda’ laws limiting freedom of expression and assembly;
92. regrette l'adoption par le Conseil des droits de l'homme des Nations unies de la résolution A/HRC/RES/21/3 sur les valeurs traditionnelles, qui sape le principe de l'universalité et de l'indivisibilité des droits de l'homme, et se félicite de l'opposition de l'Union à ce texte; déplore l'absence de suivi de la résolution A/HRC/RES/17/19 sur les droits de l'homme, l'orientation sexuelle et l'identité de genre, et demande au groupe d'États travaillant sur cette question, y compris l'Afrique du Sud, à donner suite à cette résolution dans les meilleurs délais; se félicite du travail accompli par la Haut-commissaire des Nations unies aux droits de l'homme afin de promouvoir et de défendre l'exercice de tous les droits de l'homme par les personnes LGBTI, notamment au travers de déclarations, de rapports et de la nouvelle campagne «Libres et égaux»; invite la Haut-commissaire des Nations unies à poursuivre cette action et émet de vives inquiétudes quant aux lois «anti-propagande» qui limitent la liberté d'expression et de réunion;

45. Stresses the need for appropriate attention to the various UN monitoring mechanisms and to the findings of the UN human-rights bodies, and suggests that their recommendations relevant to Member States be followed closely; points out the importance of the Universal Periodic Review (UPR) of the United Nations Human Rights Council; recommends cooperation with the Office of the High Commissioner for Human Rights and the office of the High Commissioner for Refugees of the United Nations; and welcomes the opening, in Brussels, of the first European Regional Office of the UN High Commissioner for Human Rights;

102. Welcomes the first year of activities of the Subcommittee on Human Rights within the Foreign Affairs Committee, which, guided by Parliament's activities, has created a focal point for activities on human rights which was absent during the last parliamentary term, including regular reports by the Presidency, the Commission, the Personal Representative for Human Rights, the UN High Commissioner for Human Rights, UN Special Rapporteurs and the Commissioner for Human Rights of the Council of Europe, numerous hearings, exchanges of views, expertise and studies as well as human rights input into the work of the Foreign Affairs Committee;
