The ESRB should draw expertise from a high-level scientific committee and take on all the global responsibilities required in order to ensure that the voice of the Union is heard on issues relating to financial stability, in particular by cooperating closely with the International Monetary Fund (IMF) and the Financial Stability Board (FSB), which are expected to provide early warnings of macro-prudential risks at the global level, and the partners of the Group of Twenty (G-20).

2. Nevertheless, a State which is not a member of the International Monetary Fund and whose law does not permit the application of the provisions of paragraph 1 may, at the time of ratification, acceptance, approval of or accession to this Convention or at any time thereafter, declare that the Unit of Account referred to in paragraph 1 shall be equal to 15 gold francs.

The Committee on International Trade calls on the Committee on Economic and Monetary Affairs, as the committee responsible, to incorporate the following suggestions in its motion for a resolution:

The resolution of the European Parliament of 5 February 2002 on the implementation of financial services legislation also endorsed the Committee of Wise Men's final report, on the basis of the solemn declaration made before Parliament the same day by the Commission and the letter of 2 October 2001 addressed by the Internal Market Commissioner to the chairman of Parliament's Committee on Economic and Monetary Affairs with regard to the safeguards for the European Parliament's role in this process.

Basically, these initiatives consist in: modernising the Eighth Company Law Directive; strengthening the regulatory framework in the European Union; reinforcing at Community level public oversight of the audit profession; imposing the use of International Standards on Auditing (ISAs) for statutory audits in the European Union as of 2005; improving the systems of disciplinary sanctions; establishing the transparency of audit firms and networks of such firms; as regards corporate governance, reinforcing audit committees and internal control; strengthening auditor independence and introducing a code of ethics; facilitating the establishment of audit firms and examining auditor liability.
Ces initiatives invitent essentiellement à moderniser la huitième directive sur le droit des sociétés; à renforcer l'infrastructure réglementaire de l'Union européenne; à renforcer, au niveau communautaire, le contrôle public de la profession de l'audit; à imposer l'application des normes internationales d'audit (ISA) au contrôle légal des comptes dans l'Union européenne à partir de 2005; à améliorer les systèmes de sanctions disciplinaires; à établir la transparence des sociétés d'audit et de leurs réseaux; dans le cadre du gouvernement d'entreprise, à renforcer les comités d'audit et du contrôle interne; à renforcer l'indépendance de l'auditeur et à créer un code éthique; à faciliter l'installation de sociétés d'audit et, enfin, à examiner la responsabilité de l'auditeur.
