Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Definition: A depressive episode, which may be prolonged, arising in the aftermath of a schizophrenic illness. Some schizophrenic symptoms, either positive or negative , must still be present but they no longer dominate the clinical picture. These depressive states are associated with an increased risk of suicide. If the patient no longer has any schizophrenic symptoms, a depressive episode should be diagnosed (F32.-). If schizophrenic symptoms are still florid and prominent, the diagnosis should remain that of the appropriate schizophrenic subtype (F20.0-F20.3).

There is often a marked feeling of mental fatigue when mental tasks are attempted, and new learning is found to be subjectively difficult even when objectively successful. None of these symptoms is so severe that a diagnosis of either dementia (F00-F03) or delirium (F05.-) can be made. This diagnosis should be made only in association with a specified physical disorder, and should not be made in the presence of any of the mental or behavioural disorders classified to F10-F99. The disorder may precede, accompany, or follow a wide variety of infections and physical disorders, both cerebral and systemic, but direct evidence of cerebral involvement is not necessarily present. It can be differentiated from postencephalitic syndrome (F07.1) and postconcussional syndrome (F07.2) by its different etiology, more restricted range of generally milder symptoms, and usually shorter duration.

Scott (Fredericton York Sunbury), propose, Qu'un Comité mixte spécial du Sénat et de la Chambre des communes soit formé et chargé d'élaborer un code de conduite destiné à aider les sénateurs et les députés à concilier leurs responsabilités officielles et leurs intérêts personnels, y compris leurs relations avec les lobbyistes; Que le Comité soit composé de sept sénateurs et quatorze députés et que les membres du Comité permanent de la procédure et des affaires de la Chambre de la Chambre des communes soient nommés pour agir au nom de la Chambre à titre de membres dudit Comité; Que les modifications apportées à la représentation de la Chambre des communes au sein du Comité entrent en vigueur immédiatement après qu'un avis signé par le député occupant le poste de whip en chef de tout parti reconnu ait été déposé auprès du greffier du Comité; Qu'il soit ordonné au Comité de mener de vastes consultations et d'examiner les démarches adoptées à l'égard de ces questions au Canada et dans les régimes gouvernementaux comparables; Que les témoignages recueillis par le Comité mixte spécial sur un code de conduite pendant la première session de la trente-cinquième législature soient réputés avoir été déposés sur le Bureau et renvoyés au Comité; Que le Comité ait le pouvoir de siéger durant les travaux de la Chambre et au cours des périodes d'ajournement; Que le Comité ait le pouvoir de faire rapport de temps à autre, de convoquer des témoins, de demander le dépôt de documents et de dossiers et de faire imprimer des documents et des témoignages; Que le Comité ait le pouvoir de recourir aux services d'experts, de professionnels, de techniciens et d'employés de bureau; Que le quorum du Comité soit établi à 11 membres lorsqu'il y a prise d'un vote, d'une résolution ou d'une décision, à la condition que les deux chambres soient représentées, et que le ...
