Points out that, since the beginning of the 21st century, technology and telecommunications tools have unleashed the forces of globalisation on a previously unimagined scale, have 'flattened' communications and labour markets and have contributed to a period of unprecedented innovation, making economies more productive and also connecting global citizens; believes, therefore, that by maximising the power and impact of technology on the economy, further open up the internal market in telecommunications, energy and research and the industrial sector in particular, the European Union can emerge stronger from the current economic turmoil, strengthen the quality and affordability of its health care, advance climate-friendly energy development and deployment, improve education throughout its Member States and promote the prospects of the European Union becoming the world's leader in technology and applied technological innovation; points out that the knowledge-based economy needs the development of high-quality services and a broadband strategy able to accelerate the upgrading and extension of networks; takes the view that the Commission proposal within the European Economic Recovery Plan aiming to achieve full coverage with broadband communication networks by 2010 is a necessary step forward that will allow the European Union to maintain its competitiveness;

Points out that, while TEN-T projects continue, the conventional measures are reaching their limits; therefore emphasises the potential of intelligent transport systems, technological innovations, investments in telematics in order to enhance traffic efficiency, reduce congestion, and improve safety and environmental performance; points out that the benefits of intelligent systems and technological innovations (SESAR (air transport), ERTMS (railway transport), RIS (river information system), Galileo (satellite navigation) etc) should be realised; emphasises that the main task − both of the Community and of industry − is to support the market for new innovative solutions, and to create an appropriate legal and technical environment, including facilitated applications of the new technologies through public procurement;

(3) This is in line with the Communication from the Commission to the Spring European Council entitled “Working together for growth and jobs – a new start for the Lisbon Strategy”, which calls for actions to deliver growth and competitiveness and to make Europe a more attractive place to invest and work, recalling that entrepreneurial initiative must be stimulated, sufficient risk capital attracted to start up businesses, and a strong European industrial base sustained whilst innovation and notably eco-innovation, that is, innovation related to or using environmental technologies, the uptake of information and communication technologies (ICT) and the sustainable use of resources should be promoted.
(3) Un tel programme s'inscrit dans la droite ligne de la communication de la Commission au Conseil européen de printemps intitulée "Travaillons ensemble pour la croissance et l'emploi – Un nouvel élan pour la stratégie de Lisbonne", qui préconise la mise en œuvre d'actions destinées à produire de la croissance et de la compétitivité et à faire de l'Europe un lieu plus attrayant pour les investisseurs et les travailleurs. It should be complementary to the Community's Seventh Framework Programme for research, technological development and demonstration activities (2007-2013) (12) (hereinafter referred to as the Seventh Framework RTD Programme), by dealing with innovation, which includes non-technological as well as technological innovation, that has moved beyond the final demonstration phase and is ready for market replication (testing of innovations for application in markets).

In the proposal for a decision of the European Parliament and of the Council establishing a competitiveness and innovation framework programme (2007 to 2013), a framework programme for Community action in the field of competitiveness and innovation, covering the period 2007 to 2013, is proposed which brings together specific Community measures contributing to entrepreneurship, SMEs, industrial competitiveness, innovation, information and communication technology, environmental technologies and intelligent energy, including those measures provided for in Decision No 2256/2003/EC.
La proposition de décision du Parlement européen et du Conseil établissant un programme-cadre pour l'innovation et la compétitivité (2007-2013) ébauche un programme-cadre d'action communautaire dans le domaine de la compétitivité et de l'innovation couvrant la période 2007-2013 qui rassemble des mesures communautaires spécifiques favorisant l'esprit d'entreprise, les PME, la compétitivité industrielle, l'innovation, les technologies de l'information et de la communication, les écotechnologies et l'énergie intelligente, y compris les mesures prévues dans la décision no 2256/2003/CE.

Activities to stimulate technological innovation, utilisation of research results, transfer of knowledge and technologies and the setting up of technology businesses in the Community and in all its regions will be carried out under this heading to complement the activities relating to innovation under the heading "focusing and integrating community research".
Des actions visant à stimuler l'innovation technologique, l'utilisation des résultats de la recherche, le transfert de connaissances et de technologies et la création d'activités technologiques dans la Communauté et dans toutes ses régions, seront menées au titre de cet axe dans le but de compléter les actions en rapport avec l'innovation qui seront menées au titre de l'axe "concentrer et intégrer la recherche communautaire".

[43] Recognising this need for enhanced localised networking and information flows, the Innovation Programme of the Community RTD Framework Programme has established Innovation Relay Centres (IRC) (68 active centres including the EEA countries and NAC; they are financed by the Innovation Programme and aim at informing and assisting the local user community on innovation and trans-national technology transfer. The Structural Funds have promoted Business Innovation Centres (150 BICs in 20 countries, including some EEA countries) focused mainly on the creation of new innovative SME's.
