1. In order to be awarded the Community eco-label for tourist accommodation service under Regulation (EC) No 1980/2000 (hereinafter ‘the eco-label’), a tourist accommodation service shall fulfil all of the following requirements:

As regards the fees relating to applications for and use of the eco-label by micro enterprises, as defined by Commission Recommendation 2003/361/EC of 6 May 2003 concerning the definition of micro, small and medium-sized enterprises (3), it is appropriate, in order to take account of the limited resources of micro-enterprises and their particular importance within this product group, to provide for reductions additional to those provided for by Regulation (EC) No 1980/2000 and Articles 1 and 2 of Commission Decision 2000/728/EC of 10 November 2000 establishing the application and annual fees of the Community Eco-label (4), pursuant to Article 5 of Decision 2000/728/EC.

Asks the Commission to clarify its understanding of a public Community label, since its analysis of option 2 ('Creating a single Community eco-labelling scheme for fish and fishery products') and option 3 ('Establishing minimum requirements for voluntary eco-labelling schemes') in the communication makes it unclear as to whether account has been taken of considerations in international fora regarding the ownership of an eco-labelling scheme;
12. invite la Commission à préciser ce qu'elle entend par étiquetage public au niveau communautaire, sachant que son analyse des options n° 2 ("Création d'un programme communautaire unique d'étiquetage pour les poissons et produits issus de la pêche") et n° 3 ("Établir des exigences minimales pour des programmes facultatifs d'étiquetage écologique") envisagées par la communication crée un doute quant à la question de savoir s'il a été tenu compte des différentes conceptions existant au niveau international quant à la propriété d'un tel programme;

12. Understands that the sole purpose of the communication is to launch a general debate and not at this stage to consider the details of the criteria on which Community eco-labelling is to be based; regrets, however, that the Commission's communication brings little to the debate which the Commission itself is seeking to initiate, and which now appears to have been left wide open, with little thought being given to it;

The Commission assesses three options in respect of the implementation of a Community labelling scheme: (i) 'Non-action', (ii) 'Creating a single Community eco-labelling scheme for fish and fishery products', (iii) 'Establishing minimum requirements for voluntary eco-labelling schemes'.
La Commission suggère trois options concernant la création d'un système d'étiquetage écologique communautaire: Option n° 1: Ne pas agir; Option n° 2: Création d'un programme communautaire unique d'étiquetage pour les poissons et produits issus de la pêche; Option n° 3: Établir des exigences minimales pour des programmes facultatifs d’étiquetage écologique.

Having regard to Regulation (EC) No 1980/2000 of the European Parliament and of the Council of 17 July 2000 on a revised Community eco-label award scheme (1), and in particular the second subparagraph of Article 6(1) thereof, after consulting the European Union Eco-Labelling Board,

Without prejudice to any requirements under the Community eco-label scheme, where a model has been granted a "European Union eco-label" under Regulation (EC) No 1980/2000 of the European Parliament and of the Council of 17 July 2000 on a revised Community eco-label award scheme(1), a copy of the eco-label may be added here.
IV. Sans préjudice des dispositions définies dans le cadre du système communautaire d'attribution du label écologique, la marque du label peut figurer sur l'étiquette lorsqu'un "label écologique communautaire" a été attribué à un appareil au titre du règlement (CE) n° 1980/2000 du Parlement européen et du Conseil du 17 juillet 2000 établissant un système communautaire révisé d'attribution du label écologique(1).
