Access to Community external assistance is defined in the basic acts regulating such assistance, in conjunction with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (hereinafter the Financial Regulation).

It recalls its conclusions on the effectiveness of Community external assistance, adopted at the GAERC on 23 November 2004, and the commitments made at the second High Level Forum on the effectiveness of development aid in Paris on 2 March 2005, and notes the willingness of the Commission to further focus its work, in particular as regards the quality, impact and results of Community action.
Il rappelle ses conclusions sur l'efficacité de l'aide extérieure de la Communauté, adoptées lors du CAGRE du 23 novembre 2004, ainsi que les engagements pris lors du deuxième Forum de haut niveau sur l'efficacité de l'aide au développement qui s'est tenu à Paris le 2 mars 2005, et note que la Commission est résolue à cibler davantage ses travaux, notamment en ce qui concerne la qualité, l'incidence et les résultats de l'action communautaire.

The Council notes with satisfaction that the reforms undertaken by the Commission since 2000 are starting to show results in terms of quality and effectiveness of Community external assistance.

9. The Council reconfirms the importance of using objective and transparent resource allocation criteria based on needs and performance within global geographic and thematic allocations of Community external assistance.
