Aid for the wine sector is principally classified as belonging to the World Trade Organisation’s Amber Box, including distillation and public storage which account annually for some 45 % of Community funds allocated to the CMO in wine, namely approx. EUR 735 million. It is therefore particularly desirable that at least a significant share of these Community funds should be redirected to policies and measures which cannot be criticised as market intervention measures by the EU’s international partners, but can contribute to the rational management of the wine sector. It is particularly interesting to investigate indirect market and income support measures in times of market crisis, on the model of the safety net already applied by ‘New World’ countries.

Notes that the Commission organises four meetings a year to decide on infringement procedures and that all decisions (from the first letter of formal notice, aimed at obtaining information from the Member State concerned, to the decision to seise the Court of Justice) are taken by the College of Commissioners; whilst appreciating the relevance of, and the need for, collective intervention for the infringement phases, proposes that careful thought be given to the possibility of the internal procedure being shortened in the initial stage of proceedings by authorising each Member of the Commission to send letters of formal notice to the Member States within the field of his or her responsibility, as is already the practice in cases where a Member State has not transposed Community law into its national legislation within the set deadline;

The provisions of this Directive relating to the other obligations of producers and distributors, the obligations and powers of the Member States, the exchanges of information and rapid intervention situations and dissemination of information and confidentiality apply in the case of products covered by specific rules of Community law, if those rules do not already contain such obligations.

The projects under this programme will reinforce or supplement, in this coastal strip, the Community intervention already being put into industrial restructuring (Objective 2 of the Community's regional policy). They include: - the rehabilitation of industrial sites and buildings, in particular in Le Havre (Vauban area) and Dieppe (Eurochannel); - aid for the creation of enterprise start-up centres and joint services for small and medium-sized businesses; - improvement of tourist facilities on the sea fronts.
