Notes the significant reforms of the CAP and the common market organisations which the European Union has carried out since 1999; on that basis, calls on the Commission to make clear to the EU's partners the major sacrifices which have already been made by Community producers as a result of those reforms and to defend, in the Doha development agenda trade negotiations, the multifunctional model for European agriculture; emphasises, further, the need to safeguard the Community preference, in particular by striking a fair and equitable balance between requests from the developing countries for market access and the stability and viability of Community markets, so that those markets can be effectively managed and crises which would impose additional financial burdens on the European Union, and thus create fresh budgetary problems, can be avoided;
