Agrees with the Court of Auditors that the Commission has introduced effective new front-office IT tools which have substantially improved the interaction with beneficiaries, led to less administrative burden for both sides and helped to avoid the risk of potential duplication of funding; is concerned, however, that a substantial challenge remains, i.e. the optimisation of back-office IT tools which ensures a further reduction of the administrative burden and to guarantee an effective interlink between the modules used by the different DGs; embraces the work on the common back-office IT tool (SYGMA) and the common electronic workflow tool (Compass), which has started well in advance and should ensure that these will be available for Horizon 2020;

Subsequently, the Court has indicated the following indicators allowing to infer the imputability to the State of a measure taken by a public undertaking: (i) the fact that the undertaking in question could not take the contested decision without taking account of the requirements of the public authorities; (ii) the fact that, apart from factors of an organic nature which linked the public undertakings to the State, a public undertaking, through the intermediary of which aid had been granted, had to take account of directives issued by a central government body, i.e. Comitato Interministeriale per la Programmazione Economica (CIPE); (iii) integration of the public undertaking to the structures of the public administration of the State; (iv) the nature of the undertaking's activities and whether such activities are exercised out on the market in normal conditions of competition with private operators; (v) the legal status of the undertaking (in the sense of its being subject to public law or ordinary company law); (vi) the intensity of the supervision exercised by the public authorities over the management of the undertaking, or (vii) any other indicator showing, in the particular case, an involvement by the public authorities in the adoption of a measure or the unlikelihood of their not being involved, having regard also to the compass of the measure, its content or the conditions which it contains.

To all those who had the privilege of serving with Senator Peter Bosa; to all those who had the privilege to be his friend; to all those of the Italian-Canadian community for whom he worked tirelessly; for all the cultures whose deep, historic roots he so constantly defended, whether it was as Chairman of the Canadian Consultative Council on Multiculturalism or as co-founder of the Chair in Canadian-Italian Studies at York University; whether it was as alderman in his beloved City of York or here in the Senate of Canada, yes, the answers coming from all the high court of history would be resounding in their praise, because Senator Bosa's life contribution to people and community and country was all about the real things in life: It was about integrity and honour; it was about love and dedication; it was about courage, compassion, equity and commitment.

It has been said that when, at some future time, the high court of history sits in judgment on many of us - recording our service and sense of responsibility to our community and our country, recording our success or failure in whatever walk of life we have chosen - that the measurement of our human worth will be found in the answers to questions about the values according to which we all chose to live: questions about courage and judgment, questions about compassion and integrity, and questions about dedication and honour.
On a dit qu'un de ces jours, quand la haute cour de l'histoire siégera pour juger bon nombre d'entre nous, consignant nos services et notre sens des responsabilités envers notre communauté et notre pays, consignant nos succès ou nos échecs, quel que soit le mode de vie que nous ayons choisi, la mesure de notre valeur en tant qu'être humain résidera dans les réponses données aux questions concernant les valeurs selon lesquelles nous avons tous décidé de vivre, soit les questions concernant le courage et le jugement, concernant la compassion et l'intégrité, concernant le dévouement et l'honneur.

Fewer charges are laid, yet the government wants to pass new legislation and get rid of the Young Offenders Act; it actually wants to repeal it even though it has proven to be effective when implemented properly, like the Government of Quebec has done in recent years, and when a real effort is made to show the kind of compassion the courts and those responsible for enforcing legislation passed by parliaments to deal with young offenders ought to have.
Les accusations sont moins nombreuses, mais on veut adopter une nouvelle loi, remplacer la Loi sur les jeunes contrevenants, on veut d'ailleurs l'abroger, alors qu'elle a démontré qu'elle produisait des effets valables lorsqu'on l'appliquait comme il le faut, comme le gouvernement du Québec l'a fait dans les dernières années, lorsque l'on cherche vraiment à faire appel à cette compassion qui doit être les motifs d'intervention des tribunaux et de ceux qui appliquent la législation adoptée par des parlements à l'égard de jeunes contrevenants.
