As I recall, the government first indicated its concern about the outcome of the Helms-Burton law on Cuba, which I thought was a misplaced answer to Helms-Burton; rather, we should have been concentrating on our right of sovereignty and not entering into a debate as to the validity of the government and human rights issues in Cuba.

Concerning the Helms-Burton Act, a Council Regulation and a Joint Action together will provide protection, notably by prohibiting the recognition or enforcement of judgments or administrative decisions based on the contested US legislation, by providing a right to recover any amount of damages awarded against them by such judgments or decisions, by establishing a system whereby the competent authorities within the EU are appropriately informed and, where appropriate, by prohibiting compliance with the US legislation.
