14. Condemns Israel’s continued illegal settlement building and expansion activities in the West Bank, including in East Jerusalem, and the recent announcement made by Israeli Prime Minister Benjamin Netanyahu about the construction of 300 new settlement units in Beit El and 500 units in East Jerusalem, as well as the demolition of 142 Palestinian-owned homes and other infrastructure in Area C and in East Jerusalem in August 2015 alone, including 16 donor-funded structures, leading to the displacement of 201 Palestinians, among them 121 children, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA); stresses again that Israeli settlement construction in the Occupied Palestinian Territory is illegal under international law, goes against the spirit of peace and constitutes a major obstacle to peace efforts; deplores the demolition of projects funded by the EU and its Member States in the Occupied Palestinian Territory, and encourages the EU and the Member States to find an appropriate solution with Israel regarding the compensation for destroyed or confiscated assets financed by European taxpayers;

Concerning the separation barrier, the European Union has stated on numerous occasions that, while fully recognising the right of Israel to protect its citizens against terrorist attacks, it is particularly concerned by the route marked out for the separation barrier in the occupied West Bank, which significantly departs from the Green Line, unjustly confiscates Palestinian land and severely curtails movement and access.

While Canada officially opposes Israel's occupation of the West Bank, Gaza, East Jerusalem, and the Golan Heights, as well as the establishment of Jewish settlements in those territories—something considered contrary to international law and unproductive to the peace process—it rewards Israel with duty-free trade status that makes absolutely no distinction between goods made in Israel and those made in Jewish settlements illegally established on confiscated Palestinian land.

4. While recognising Israel's legitimate right to self-defence in the face of terrorist attacks against its citizens, the European Union urges the Government of Israel to exert maximum effort to avoid civilian casualties, to put a halt to the practice of extra-judicial killings which are contrary to International Law, to reverse the settlement policy and activity, to dismantle settlements built after March 2001 and to freeze the construction of the separation fence, which results in confiscation of Palestinian land, restricts movement of people and goods and hinders a just political solution to the conflict.
4. Tout en reconnaissant le droit légitime d'Israël à l'autodéfense face aux attentats terroristes contre ses citoyens, l'Union européenne exhorte le gouvernement d'Israël à déployer tous les efforts possibles pour éviter les pertes civiles, pour mettre un terme à la pratique des exécutions extra-judiciaires qui sont contraires au droit international, pour modifier radicalement la politique et les activités de colonisation, pour démanteler les colonies implantées après mars 2001 et pour geler la construction de la clôture de séparation, qui a pour effet de confisquer des terres palestiniennes, restreint la circulation des personnes et des biens et constitue un obstacle à une solution politique juste au conflit.
