Is seriously concerned by reports that the EU's Special Envoy to the Middle East, Miguel Angel Moratinos, and his staff are experiencing major delays in receiving the necessary funding for their work on the ground; points out that not only is this hampering the day-to-day effectiveness of EU operations and the ability of its staff to respond quickly and flexibly to events but it is also sending out the wrong signals about the EU's commitment to resolving the Israeli-Palestinian dispute; recommends that the Council seriously considers ways of improving management of funds in this and similar cases;

In the cases defined in Article 25 (4) of the Regulation, the sickness insurance institution of the place to which the unemployed person has gone shall inform the competent sickness insurance institution and the competent unemployment insurance institution that it considers that the conditions justifying the extension of the period during which benefits in cash and in kind may be granted are satisfied, stating the grounds on which its opinion is based, and shall attach to the communication it sends to the competent sickness insurance institution a detailed report from the doctor in charge on the condition of the patient, indicating the probable period during which the conditions for applying Article 25 (4) of the Regulation will exist.
