Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. - CONGESTION ET SITUATION DE CRISE DANS LE TRAFIC AERIEN EN EUROPE - RESOLUTION DU CONSEIL "LE CONSEIL DE L'UNION EUROPEENNE, Considérant l'importance primordiale que revêt une gestion du trafic aérien pour le développement des transports aériens européens ; Considérant le rôle important que jouent les transports aériens dans le développement économique et le renforcement de la cohésion sociale en permettant des liaisons rapides et efficaces entre les régions et notamment l'accessibilité des régions périphériques et insulaires ; Considérant que la congestion du trafic aérien impose des pertes substantielles aux compagnies aériennes et crée des obstacles économiques pour le trafic aérien au sein de l'Union européenne, tout en entraînant des inconvénients pour les usagers en général ; Considérant que cette congestion atteint des pics saisonniers, notamment pour certains flux de trafic, la saturation de l'espace aérien et la réduction de la capacité disponible étant deux des causes principales de cette congestion ; Considérant qu'une perte inattendue ou non planifiée de la capacité du contrôle du trafic aérien civil pendant une période prolongée peut conduire à une crise ; Considérant qu'une meilleure utilisation des capacités disponibles pourrait atténuer la congestion et s'avérer utile pour la réduction des coûts ; Considérant que le Conseil, dans sa résolution 89/C189/02 du 18 juillet 1989 et dans ses conclusions du 29 mars 1990 et du 7 décembre 1992, a déjà évoqué les problèmes liés à la capacité du système de trafic aérien, en appelant à un effort pour progresser vers une solution ; Considérant que la directive 93/65 du 19 juillet 1993 traite de la définition et de l'utilisation de spécifications techniques compatibles pour permettre l'acquisition d'équipements et de systèmes de gestion du trafic aérien ; Considérant la communication de la Commission sur la congestion et les situations de crise dans le trafic aérien présentée au Conseil le 4 septembre 1995 ...
