Definition: In many cases, a disturbance of sleep is one of the symptoms of another disorder, either mental or physical. Whether a sleep disorder in a given patient is an independent condition or simply one of the features of another disorder classified elsewhere, either in this or in others, should be determined on the basis of its clinical presentation and course as well as on the therapeutic considerations and priorities at the time of the consultation. Generally, if the sleep disorder is one of the major complaints and is perceived as a condition in itself, the present code should be used along with other pertinent diagnoses describing the psychopathology and pathophysiology involved in a given case. This category includes only those sleep disorders in which emotional causes are considered to be a primary factor, and which are not due to identifiable physical disorders classified elsewhere.

Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). La déclaration de Cracovie, adoptée lors du forum du marché unique en octobre 2011, demandait que les consultations publiques soient "plus actives, organisées en partenariat avec les parties prenantes nationales et locales, les ONG, les organisations syndicales, les médias et les autres multiplicateurs d'opinion" Elle demandait aussi que toutes les versions linguistiques soient disponibles et que les consultations soient accessibles au citoyen moyen.

17. Believes that, in light of the increasing relevance of the BRICS and other emerging powers and the multipolar system of global governance that is taking shape, the G-20 could prove a useful and particularly appropriate forum for consensus building and for a decision-making process which is inclusive, based on partnership and able to foster convergence, including regulatory convergence; takes the view that, notwithstanding the increasing relevance of the G-20, the G-7 could play a key role as a consultative, coordinating and consensus-building forum for the established powers with a view to dialogue with the BRICS and other emerging powers, and ahead of G-20 meetings; considers that the existence of the G-8 should also be harnessed in an effort to reconcile positions with Russia so that common challenges can be addressed in a coordinated and effective manner; supports the G-20 parliamentary dimension and believes that it should be further consolidated and involved in the decision-making processes to ensure reinforced democratic dialogue and scrutiny; supports also the creation of a parallel G-20 consultative forum bringing together non-governmental organisations and leading representatives of civil society and business from G-20 states;
17. estime qu'à la lumière de l'importance accrue des BRICS et autres puissances émergentes et du système multipolaire de gouvernance qui se dessine, le G-20 pourrait s'avérer être un forum utile et particulièrement approprié pour élaborer un consensus et mettre en place un processus décisionnel qui soit inclusif, basé sur le partenariat et en mesure de favoriser la convergence, y compris la convergence réglementaire; considère que, malgré l'importance accrue du G-20, le G-7 pourrait jouer un rôle clé en tant que forum consultatif, de coordination et lieu de consensus pour les puissances établies afin d'instaurer un dialogue avec les BRICS et les autres économies émergentes, et en amont des réunions du G-20; estime que l'existence du G-8 devrait également être utilisée pour tenter de rapprocher les positions avec la Russie, afin de relever les défis communs de manière coordonnée et efficace; soutient la dimension parlementaire du G-20 et estime qu'elle devrait être davantage consolidée et impliquée dans les processus décisionnels afin de renforcer le caractère démocratique du dialogue et du contrôle; soutient également la création d'un forum consultatif parallèle au G-20 qui réunisse les organisations non gouvernementales et les principaux représentants de la société civile et des entreprises des États du G-20;

(7) For the purposes of protection of personal data, and in particular to exclude routine access, the processing of VIS data should only be on a case-by-case basis. Such a specific case exists in particular when the access for consultation is connected to a specific event or to a danger associated with serious crime, or to (a) specific person(s) in respect of whom there are serious grounds for believing that the person(s) will commit or has (have) committed terrorist offences or other serious criminal offences or that the person(s) has (have) a relevant connection with such (a) person(s).
