We understand the political dynamics that operate there, but the reality is that we have canvassed and have adduced the principles that are involved here. In my estimation, I believe that our committee, based upon the record of debate in this place at second reading, could achieve an analysis that would lead to a report that would contain a draft bill in a matter of weeks — not a long time, but well before any referendum, from what I can ascertain, from the Government of Quebec in particular.
