(Return tabled) Question No. 986 Mr. Yvon Godin: With regard to the Governor in Council appointment process for the Privy Council Office from 2005 to 2013 inclusively: (a) how many people work at the Senior Personnel and Special Projects Secretariat, and what is the language profile for each of their positions; (b) how many appointments were made; (c) what is the list of all the positions granted through Governor in Council appointments and how many positions are on the list; (d) how many of the job postings include or included language requirements, (i) how are these requirements worded, (ii) what criteria were used to determine these requirements, (iii) are the language requirements for each of these positions recorded, (iv) were the federal institutions involved consulted before the language requirements were determined, (v) was the Treasury Board Secretariat consulted regarding the drafting of these postings, (vi) was the Office of the Commissioner of Official Languages consulted regarding the drafting of these postings; (e) are there guidelines for the linguistic designation of positions as regards official languages and, if so, (i) what are they, (ii) who created them, (iii) are they systematically consulted before each appointment; (f) what is the proportion of appointments for each of the provinces and territories; (g) what is the proportion of anglophones and francophones who are appointed and how is this information recorded; and (h) is the proportion of bilingual anglophones and francophones on boards of directors appointed by the Governor in Council recorded and, if so, what is it?

Reminds the Council, however, of its abovementioned resolution of 24 February 2005, which called on the EU to present resolutions on a certain number of priority issues; regrets, in particular, the EU's refusal to sponsor resolutions on human rights abuses in China, Zimbabwe and Chechnya; recalls, in this regard, the commitments entered into by the Council in the context of the EU Guidelines on Human Rights Dialogues, which clearly state that a human rights dialogue with a third country cannot prevent the Council from sponsoring a resolution on that specific country in the UN Human Rights Council; in this context, also takes account of the statement in the 2005 Report that the African group in particular has not been cooperative when discussing the human rights situation in specific African countries during the proceedings of the UN General Assembly's Third Committee; therefore calls on the Commission and the Council to use all means at their disposal to persuade the African group to cooperate with the UN General Assembly in the future by conducting dialogue and providing information on the African countries concerned, especially those with whom ACP-EU cooperation is suspended under Article 96 of the ACP-EU Partnership Agreement or with whom political dialogue is conducted under Article 8 thereof; suggests that the European Parliament should in future, when submitting its proposals for resolutions to the Council, limit them to those relating to key countries of concern, and that it should support more strongly the Council's work in this regard;

CONSUMER EDUCATION AND INFORMATION - COUNCIL RESOLUTION [1] "THE COUNCIL OF THE EUROPEAN UNION Having regard to the Treaty establishing the European Community; Having regard to the Council Resolution of 9 June 1986 on "Consumer Education in primary and secondary schools"; Having regard to the Council Resolution of 23 June 1986 on "Future orientations of the policy of the European Economic Community for the protection and the promotion of the consumers' interests"; Whereas Article 3(s) of the Treaty stipulates that the activities of the Community shall include a contribution to the strengthening of consumer protection; Whereas, pursuant to Article 129a (1)(b) of the Treaty, the Community is to contribute to the attainment of a high level of consumer protection through specific action which supports and supplements the policy pursued by the Member States to protect the health, safety and economic interests of consumers and to provide adequate information to consumers; Whereas the Second Commission Three Year Action Plan "Placing the single market at the service of the European consumers" (1993-1995) emphasized that it is essential that the advent and the deepening of the large European market make itself felt in consumers' everyday life in the shape of tangible benefits; Whereas the Commission's Strategic Programme and its Communication on "Making the most of the Internal Market" emphasizes that the consumer has a critical role to play in the successful implementation of the Internal Market Programme since it will not operate properly without strong and effective consumer participation, and also that well-informed consumers exercising market choices can accelerate the positive economic effects of an integrated market; Whereas information measures designed to assist consumers to make soundly-based market choices will be more effective if consumers have the background knowledge and appropriate skills necessary to understand such information and to incorporate it ...

ANNEX DRAFT CODE OF CONDUCT CONCERNING PUBLIC ACCESS TO COUNCIL AND COMMISSION DOCUMENTS The Council and the Commission, HAVING REGARD to the Declaration on the Right of Access to Information annexed to the Final Act of the Treaty on European Union, which emphasizes that transparency of the decision-making process strengthens the democratic nature of the Institutions and the public's confidence in the administration, HAVING REGARD to the conclusions wherein the European Councils in Birmingham and Edinburgh agreed on a number of principles to promote a Community closer to its citizens, HAVING REGARD to the conclusions of the European Council in Copenhagen, reaffirming the principle of giving citizens the greatest possible access to information and calling on the Council and the Commission to adopt at an early date the necessary measures for putting this principle into practice, CONSIDERING it desirable to establish by common agreement the principles which will govern access to Commission and Council documents, it being understood that it is for each of them to implement these principles by means of specific regulations, WHEREAS the said principles are without prejudice to the relevant provisions on access to files directly concerning persons with a specific interest in them, WHEREAS these principles will have to be implemented in full compliance with the provisions concerning classified information, WHEREAS this code of conduct is an additional element in their information and communication policy, HAVE AGREED AS FOLLOWS: General principle The public will have the widest possible access to documents held by the Commission and the Council".
