Within a period of 4 weeks after the notification referred to in the first subparagraph, the Council shall confirm its original decision or take a new decision in accordance with paragraph 3.

7. The Council shall confirm the participation of the Member State concerned, after consulting the High Representative of the Union for Foreign Affairs and Security Policy and after noting, where necessary, that the conditions of participation have been fulfilled.

4. The Commission shall submit to the Council by 30 June 2006 a report on the implementation of the electronic identification system, accompanied by appropriate proposals, on which the Council shall vote by qualified majority, confirming or amending, if necessary, the date mentioned in paragraph 3 and updating, if necessary, the technical aspects relating to the implementation of electronic identification.
