In line with the commitments of the Union at the 3rd and 4th High Level Fora on Aid Effectiveness (Accra 2008 and Busan 2011), and the recommendation of the Development Assistance Committee of the Organisation for Economic Co-operation and Development (‘OECD-DAC’) on untying official development assistance (ODA) to the Least Developed Countries and Heavily Indebted Poor Countries, the Commission should untie Union aid to the maximum extent, including for innovative financing mechanisms, and promote the participation of entities from partner countries in contract-award procedures.
Conformément aux engagements pris par l'Union dans le cadre des 3e et 4e forums de haut niveau sur l'efficacité de l'aide (Accra en 2008 et Busan en 2011) et à la recommandation du Comité d'aide au développement de l'Organisation de coopération et de développement économiques (ci-après dénommé «CAD de l'OCDE») sur le déliement de l'aide publique au développement (APD) à l'intention des pays les moins avancés et des pays pauvres lourdement endettés, la Commission devrait délier au maximum l'aide de l'Union, y compris pour les mécanismes de financement innovants, et promouvoir la participation d'entités des pays partenaires aux procédures d'adjudication.
