51.The stakeholders involved in the planning and implementation are the Municipality of Umeå, the County Administrative Board, the Region of Västerbotten, the trade unions, the business centre for technology, the chamber of commerce, the business organisation ”Företagarna”, Umeå University, Arbetsförmedlingen and Volvo itself.
