Emphasises the fact that the Court of Justice recognises that there is still a margin for improvement within the existing means at the Court of Justice's disposal; stresses that the internal reforms implemented in 2012, namely the creation of the new five-Judge chamber and the new three-Judge chamber and the changes in the composition of the Grand Chamber, as well as the revision of the Rules of Procedure, have contributed to certain changes in the system and that more can be done with further reforms; asks the Court of Justice for information on how many cases were attributed in 2012 to each rapporteur in the Court of Justice and the General Court;

The ceremony took place in the presence of Their Royal Highnesses the Grand Duke and the Grand Duchess of Luxembourg, representatives of the Luxembourg authorities, the diplomatic corps, presidents of international courts, presidents of the Constitutional and Supreme Courts of the Member States and Croatia, former Members of the Court of Justice of the European Union and many other dignitaries.

(1) In order to increase the participation of all Judges in the decisions of the Grand Chamber of the Court of Justice, there should be an increase in the number of Judges who may participate in the Grand Chamber, and the automatic participation of all of the Presidents of Chambers of five Judges should cease.

Deeply regrets the decision of the Constitutional Court to annul the legislation limiting the jurisdiction of military courts as a serious setback in Turkey's reform efforts, and calls on the Turkish Grand National Assembly to establish a consensus in favour of constitutional reform; is concerned about the continuing involvement of the military in Turkish politics and foreign policy, and reiterates that in a democratic society the military must be fully subject to civilian oversight; calls in particular on the Turkish Grand National Assembly to enhance its oversight of the military budget and expenditure and to engage in the development of security and defence policies;
10. regrette profondément la décision de la Cour constitutionnelle d'abroger la législation visant à limiter les pouvoirs des tribunaux militaires et y voir un sérieux revers aux efforts de réforme déployés par la Turquie; demande à la Grande Assemblée nationale de Turquie de dégager un consensus sur une réforme constitutionnelle; se déclare préoccupé par l'implication permanente du pouvoir militaire dans la vie politique et la politique étrangère turques, et rappelle que dans une société démocratique, les forces armées doivent être totalement soumises à un contrôle civil; invite en particulier la Grande Assemblée nationale de Turquie à renforcer le contrôle qu'elle exerce sur le budget et les dépenses militaires, et à jouer un rôle dans la définition des politiques de sécurité et de défense;

The President of the National Grand Assembly of Turkey, Mr Bülent Arinç, accompanied by Mr Semsettin Murat, Mr Polat Türkmen and Mr Kazim Türkmen, Members of Parliament, Mr Haci Hasan Sönmez, Secretary General of the National Grand Assembly of Turkey, Mr Özer Aydan, Director of External Relations and Protocol of the National Grand Assembly of Turkey, as well as His Excellency Mehmet Burhan Ant, Ammbassador of Turkey to Luxembourg, and Mr A. Temizgil, Counsel to the Turkish Embassy to Luxembourg, today visited the Court of Justice.

At the end of the visit, which occurred in the context of the constant and close relations enjoyed by the Court of Justice and the Supreme Court of the United States, the President of the Court accompanied the delegation to an audience with HRH Grand-Duke Henri at the Grand-Ducal Palace.
