During their initial work the committees have discussed and taken decisions on topics as required by Article 7, Section B of the Multi-Annual Financing Agreement, such as the rules of procedure, selection and ranking criteria, monitoring indicators, preparation for mid-term evaluation and modifications to their Programmes.

Notes with satisfaction the improvements in the IT sector from 2010 onwards resulting in: greater capacity to manage key aspects ‘in house’, the process of internalisation of activities, the establishment of key corporate governance organs (Committee on ICT Innovation Strategy and Steering Committee for ICT Innovation), the setting-up of the IT planning function and of the reporting system on the status of IT development projects and the development of a transparent short-term planning methodology; welcomes the extensive use of performance indicators by this DG; expresses its disquiet at the growing risk of illicit access to, and manipulation of, Parliament's ICT systems and considers that, as a matter of the utmost urgency, an effective long-term strategy must be devised to protect them; asks the Secretary-General to keep it informed of the measures taken to that end;

fa) six independent persons appointed by the Members of the General Board with voting rights on the proposal of the Joint Committee; the nominees must not be Members of the ESAs and shall be chosen on the basis of their general competence as well as for their diverse backgrounds in academic fields or other sectors, in particular in small and medium size enterprises, trade-unions or as providers or consumers of financial services; at the time of their nomination, the Joint Committee shall indicate which persons are designated also to serve on the Steering Committee; in carrying out their responsibilities, the persons nominated shall neither seek nor take instructions from any Government, institution, body, office, entity or private person; they shall refrain from any action incompatible with their duties or the performance of their tasks .

It is appropriate that the Commission publishes the list of eligible areas for the European territorial cooperation objective in application of the criteria set out in this Regulation, the indicative guidelines on the cost-benefit analysis necessary for the preparation and submission of major projects and for revenue generating projects, the indicative guidelines on evaluation and the list of actions eligible under technical assistance at the initiative of the Commission after consultation of the Coordination Committee of the Funds acting as a consultative committee,

2. On the basis of a draft submitted by the director and after approval by the Commission, the Steering Committee shall, no later than the beginning of each year, adopt the executive agency's annual work programme comprising detailed objectives and performance indicators.
