Actually, the lack of coordination at the level of cultural programmes, which the rapporteur has highlighted, is in my mind the most important fact in being able to make Europe grow and, as Mr Ruffolo has said, culture has until now had a much lesser role than the economy. With the Maastricht Treaty conditions improved but it remained marginal; then in Nice it was held paralysed in the bonds of unanimity.
En effet, le manque de coordination sur le plan des programmes culturels, souligné par le rapporteur, est à mon avis la donnée la plus importante pour pouvoir faire grandir l'Europe et, comme M. Ruffolo l'a dit, la culture a eu jusqu'à présent un rôle bien moins important que l'économie ; sa condition s'est améliorée avec le traité de Maastricht, mais elle est restée marginale ; elle s'est retrouvée ensuite paralysée à Nice par les obstacles du vote à l'unanimité.
