It is convinced that the new regulatory measures, along with the new financial structure and the current Commission reform process, will ultimately lead to improved quality of forecasts and implementation, and it urges the Commission to continue its efforts to simplify management and to speed up implementation of appropriations for structural measures.

To assist Member States in the process of implementing RI reforms based on the priority axes identified in section 2.2 of this Communication, the Commission will review the currently available tools to assess the quality and effectiveness of RI reforms and launch discussions with Member States on the implementation of the RI priority reforms and the possible need for an integrated, evidence-based approach to assess the quality of RI policies at Member States level.

Under the reform of the CFP[20], currently being undertaken, the Commission has re-affirmed this commitment and aims to achieve this objective measures through several elements of the reform package:
