Main recommendations : - the conditions for granting the installation aid could be reviewed so that it is better adapted to the local situation and to the growing phenomenon of multiple jobs; - to reexamine the training programmes to establish whether they are adapted to today's requirements; - to consider adjusting the early retirement programme to prioritize the take-over of farms by young people; - to consider means of making more quota/production rights available to young farmers through a series of measures, without however increasing the overall level of quota/production rights; - the European Commission also recommends that member states examine their taxation, inheritance and leasing arrangement from the point of view of easing the transfer of land to young farmers.
Principales recommandations - les conditions d'octroi de l'aide à l'installation pourraient être revues et mieux adaptées à la situation locale et au phénomène croissant des emplois multiples; - un réexamen des programmes de formation devrait permettre de vérifier si ceux-ci sont adaptés aux exigences actuelles; - il conviendrait d'envisager un ajustement du régime de préretraite privilégient la reprise d'exploitations par des jeunes gens; - il conviendrait également d'envisager une série de mesures permettant d'octroyer plus de quotas/droits de production aux jeunes agriculteurs, sans augmenter pour autant le niveau général de ces quotas/droits de production; - la Commission européenne recommande également aux États membres d'examiner les possibilités que pourraient offrir les dispositions qu'ils appliquent s'appliquent en matière d'héritage et de crédit-bail de faciliter le transfert de terres aux jeunes agriculteurs.
