However, efforts by Member States are still needed in order to ensure the consistency between EDP and ESA tables as regards financial data. Noticeable inconsistencies between the EDP data and the quarterly financial accounts appeared in the October 2013 reporting for six Member States, and inconsistencies between EDP data and ESA annual financial accounts in the stock of liabilities of trade credits and advances existed for more than one third of the Member States.

As indicated in the Notice of Initiation, the Commission reassessed its causation analysis in order to take into account the conclusions of the Reports suggesting that the EU acted inconsistently with Articles 3.1 and 3.5 of the WTO Anti-Dumping Agreement by taking into account the overall export statistical data reported by Eurostat instead of the EU industry’s specific export performance.
